I am glad that the tradition of meetings between the Heads of states and of governments of the European Union and associated countries continues successfully here, in Dublin, the Irish Republic. I wish to express my gratitude to Prime Minister Bruton for inviting us to attend this summit.

Thank you for giving me the opportunity to address this meeting. I have to start with saying that, unfortunately, the President of the Czech Republic, Mr. Václav Havel, is at this very moment, undergoing a surgery and therefore cannot be here with us today. I would like to pass to all of you his best personal regards.

Vážení přítomní, vážení spoluobčané, dámy a pánové,
již posedmé oslavujeme den vzniku našeho novodobého státu - 28. říjen - ve svobodné a demokratické zemi. Připomínat si tento den je moc důležité, protože se musíme vracet ke kořenům našeho moderního státu, musíme navazovat na principy, na nichž vznikl a musíme hledat pro sebe, pro naši současnost i pro naši budoucnost z minulosti co největší poučení.

I am a little bit unsure to talk to this distinguished audience and to make strong statements about strategic issues which you all expect from me here.
One has to start with making one’s implicit assumptions explicit. I am always puzzled whenever I hear self-assured statements about fundamental global strategic issues without explicit analysis of the behavior of individual players of the game or statements based on false assumptions, on obsolete ideas of the world.

In the last couple of years I made several attempts to discuss - in a more theoretical way - the transformation of a former communist country into a free society and a market economy. My texts were widely published and discussed, both at home and abroad.

I have been asked to say something about the present stage of the Czech tranformation. To put it briefly, I think I may use a simple analogy: after the surgery, before full recuperation. In all its simplicity, it reflects something very important.

Thank you for inviting me to come here and for giving me the opportunity to share with you some of my ideas about my country, about the post-communist world, and, implicitly, about Europe and your country as well. I will of course use my experience, both from the communist era and from the transition years as my main perspective.
