It is my pleasure to have a chance again to meet - in a group of now 16 countries already - and to have the opportunity to exchange views on various topics of common interest.

European Monetary Union - as a distinct political, and therefore not only purely economic project - has at present become one of the dominant political goals of the European integration process and will, undoubtedly, remain in this position for a long time.

I am a little bit unsure to talk to this distinguished audience and to make strong statements about strategic issues which you all expect from me here.
One has to start with making one’s implicit assumptions explicit. I am always puzzled whenever I hear self-assured statements about fundamental global strategic issues without explicit analysis of the behavior of individual players of the game or statements based on false assumptions, on obsolete ideas of the world.

In the last couple of years I made several attempts to discuss - in a more theoretical way - the transformation of a former communist country into a free society and a market economy. My texts were widely published and discussed, both at home and abroad.

I have been asked to say something about the present stage of the Czech tranformation. To put it briefly, I think I may use a simple analogy: after the surgery, before full recuperation. In all its simplicity, it reflects something very important.

Thank you for inviting me to come here and for giving me the opportunity to share with you some of my ideas about my country, about the post-communist world, and, implicitly, about Europe and your country as well. I will of course use my experience, both from the communist era and from the transition years as my main perspective.

This is my fourth consecutive participation in the General Meeting of our society and we are talking again and again about „Transforming Toward a Free Society“. I hope we will continue talking about it because such a goal can never be fully achieved and, especially, cannot be achieved forever.

Mr Chairman, dear colleagues,
Let me first, on behalf of the Czech Republic, express our thanks to Italian Prime Minister Prodi for inviting us to this summit. We are convinced that our meetings durind EU summits have already created an important tradition and give all of us a forum for exchanging ideas on the key European issues.
